0:00:05south african institute of international affairs well come at the german development institute

0:00:12what you see as the major contribution of the program managing global governance which is
0:00:17implemented jointly by the german development institute and g i's that
0:00:23what i think one has to start from the standpoint that the developing countries in
0:00:26the g twenty now
0:00:28all relatively new participants and managing global economic evidence so if one contrasted with the
0:00:34g seven the g eight minutes various incarnations before that is a lot of institutional
0:00:40experience expertise knowledge et cetera and knowledge of how to run the global system
0:00:46where is these developing countries a relatively new and inexperienced so i think these significant
0:00:51contribution that this program acts used at a key individuals out of these countries and
0:00:56you miss them in that habits of thought best practises et cetera
0:01:01and then that's people go back to the countries obviously and in part that knowledge
0:01:04and expertise so i think it's a building process but it's a fundamental building
0:01:12today you're giving a public lecture at the german development institute on sub saharan africa
0:01:17and g twenty responses to the global financial crisis
0:01:21in your view what is the contribution of the g twenty two economic development in
0:01:26sub saharan africa
0:01:30this no short answer to that question that the subtitle up to talk is first
0:01:34do no harm
0:01:36and essentially the purpose of the paper is to say that the
0:01:40the thoughts and the product policies outlined in last year's soul consensus
0:01:46on paper or a very good building block and the right policy initially to a
0:01:51place and are referred to
0:01:53our concern however is with the political rhetoric and the political
0:01:58dynamic set on the light implementation of those a good intention shall we say
0:02:04so if it if the politics assumes a bad course and if countries resort to
0:02:09make and list actions trait protection particularly
0:02:14karen ct evaluations et cetera
0:02:16then the impact some sub saharan africa which of course is the poorest of the
0:02:20poor a likely to be pretty severe
0:02:22so are essentially what we saying is first you know how so you have a
0:02:26good policy document implement what is in the policy document
0:02:30and don't resort to make and list actions
0:02:34finally what is the role of emerging powers like south africa in this respect
0:02:40so the africa is any managing middle however so it if you like it has
0:02:46its feature to will sit
0:02:48is the key bridge to the developed world it is also a key bridge to
0:02:52developing countries but particularly african developed countries
0:02:56so the it is a key voice for a form of the global governance system
0:03:00it can but participate in those debates and listen to
0:03:04many other african countries that also want to have a voice but are not represented
0:03:09and that's essentially what the cell definite government tries to do represents its own interests
0:03:13south africa has a strong financial sector for example
0:03:17and has interest in financial sector reforms and wants to shape and the extent that
0:03:21it can
0:03:23but also it wants to represent african interesting reform of the international monetary fund for
0:03:28example and of the multilateral institutions
